Safety Management & EASA MSAT

how mature is your management system?

Measure it with EASA MSAT Ed. 2.0 — inside the system that already holds your safety data.

SDM’s Safety Management hub answers three questions with your own records: what is happening, are we moving towards our objectives, and are we managing the risks effectively. The EASA Management System Assessment Tool is at its centre.

  • 27MSAT features with the official EASA text
  • 4maturity levels: Present, Suitable, Operating, Effective
  • 0scores — as the MSAT requires
  • 1place for data, evidence and sign-off

the assessment

Self-assessments, gap analyses and assessments by the competent authority or external assessors are planned and recorded in SDM.

  • The 27 features and their criteria, with the official EASA text and the EU / EASA references of the domains in scope.
  • For each criterion the level reached — Present, Suitable, Operating, Effective — with notes per level. A feature is as mature as its lowest criterion, unless the assessor overrides it with a stated reason.
  • No score is calculated: the MSAT is not a compliance checklist.
  • Workflow from planned to closed, with lead assessor, assessors and the Accountable Manager's sign-off. An approved assessment can no longer be changed.
  • Findings and observations raised from a feature follow the corrective action flow; each feature can carry an improvement plan with target maturity, date and owner.
  • Comparison with the previous assessment, the performance-based oversight readiness check and the export in the MSAT layout (XLSX).

a living assessment

evidence from your own data

An MSAT assessment in SDM is not a spreadsheet filled in once a year. Evidence can be linked to every feature or criterion: documents, KPIs, audits, findings, safety issues, hazards, barriers, corrective actions, regulation points — or web links and the description of interviews and observations.

Live indicators show, for each feature, what your records say over the last twelve months — policy documents read, reporting rate, MOR timeliness, barrier reviews, corrective actions on time, safety review boards held — and SDM suggests the records that support it, which the assessor accepts or rejects.

Indicators inform the assessor; they never set a level.

Overview & KPI hub

Your safety performance indicators normalised by exposure, with ICAO-style alert levels, targets and a drill-down to the records behind every figure.

Safety objectives

Objectives approved by the Accountable Manager, measured by their KPIs and targets: “3 of 4 KPIs on target”, computed, never typed in.

Assurance

One page for what needs a decision: KPI alerts to answer, assurance concerns computed from your data, corrective actions whose effectiveness is still to verify.

Risk controls

For each key risk area or hazard: objectives, barriers and their effectiveness, hazards with their trend, indicators, corrective actions and safety issues together.

Safety review packs

A snapshot of the period’s safety performance for the safety review board. Once final, it no longer changes: it is what the board saw.

Group view

For people working across several companies: what needs attention and MSAT maturity per company, side by side.

Change and interfaces

Management of change (MSAT 3.2)

Every change from proposal to closure — safety assessment, approval, implementation, post-implementation review — with the hazards, barriers, KPIs and actions it touches. Changes implemented without a prior safety assessment and overdue reviews are flagged.

Interface register (MSAT 5.1)

The interfaces with contractors, ground handlers, aerodromes, air navigation, maintenance, training organisations and authorities, and between your own departments: agreements, risks and reviews, with what needs attention highlighted.

peer benchmark & suggested hazards

How does your runway excursion rate compare with organisations of your kind? Is your management of change less mature than your peers’? The anonymised peer benchmark places some of your safety indicators and your MSAT maturity next to those of the other participating organisations — without revealing anyone’s figures.

  • Opt-in, give-to-get: you see the peer statistics only if you contribute.
  • Nothing is published below three participants; with three or four only the mean, from five also the quartiles and the median. Minimum and maximum are never published.
  • Every indicator is computed with one definition, on standard ADREP codes, for every participant.
  • No personal data, no record and no free text leaves your company.

Seen by peers, not yet by you. Under the same rules, SDM tells you which standard hazards the participating organisations meet that you have not yet identified, with a curated industry catalogue based on EASA publications — available also if you do not take part. Suggestions are informative: your own hazard identification stays yours.

The benchmark is calculated among participating organisations; on-premise installations do not take part.
